The Impact of English Proficiency on the Development of the Private Sector in Alignment with Resolution No. 68 of the Politburo

This paper examines the impact of English proficiency on the development of Vietnam's private sector within the framework of Politburo Resolution No. 68-NQ/TW. Utilizing a mixed-methods approach (quantitative and qualitative), the findings reveal that English has evolved from a supplementary foreign language into a strategic "human capital" asset. It enables private enterprises to achieve economic autonomy, optimize profits, and absorb global technologies. Notably, the study confirms that English proficiency serves as a proactive social security tool, enhancing workers' resilience against market fluctuations and ensuring sustainable employment. The paper further proposes integrating language training into business support and social security policies to realize the nation's developmental goals in the new era.
